The main part of the damper is two counterweight objects of about 150 tons each suspended by steel cables, suspended at 90 floors (395 meters). When a strong wind strikes, the device uses sensors to detect the magnitude of the wind and the degree of shaking of the building, and uses a computer to control the counterweight object to move in the opposite direction through springs and hydraulic devices, thereby reducing the degree of shaking of the building.

It works like a person on a rocking boat, moving his body in the opposite direction of the boat's shaking to achieve balance. If a strong wind blows from the north, the counterweight is like a huge "pendulum" swinging to the north, so that the wind damper will produce a force opposite to the wind direction, thus dissolving the shaking degree of the building and offsetting the impact of the strong wind on the building.

After using this device, the acceleration of strong wind on the building can be reduced by about 40%, so that even if the strong wind hits, the people in the building can hardly feel the shaking of the building.
